The best rule I've worked under is that anyone can have root
access on any machine just by asking. However when there are any
problems with a machine, all people with root access must
drop what they're doing and help get it working again. 
I was in a shop admin'ing for 60 developers. 
Only a handful ever asked for root access. Most didn't want
to touch it with a barge pole.
We had no problems associated with mistakes attributable
to root access.
