How does one type a character using an ASCII code, though?  I mean, I
could do it in Perl or a hex editor or soemthing, but there's no way to
type them directly in Linux, is there?

(I'm personally interested in typing French things like the cedilla and
the various grave, acute, and cicumflex accents.)
