That might be cool.  I can even see how it fits into our stated purpose.

This type of undertaking would entail a serious long-term committment of 
hardware and human resources.  If we're seriously considering it, we should 
probably form some sort of informal committee of interested persons with a 
separate mailing list.  Simply figuring out what software platform to use for 
the services could eat up a lot of time.  I'd assume that we wouldn't roll 
our own since there are already several efforts to provide such a software 
out there, and we all know how open source developers deplore redundant 
effort.  

If we form a separate list for this topic, please add my name.  If nothing 
else, I'd probably be a user of the system. :)

The thing that's really necessary for being able to pick up a project and 
move it elsewhere is a full project export, including all (bug/task) trackers 
and forum archives.  Providing such a facility would probably be a lot of 
work for the SourceForge staff, and it primarily serves to help developers 
leave SourceForge, so I can't imagine that it's a real priority.
