sure. use xkeycaps to remap the key to something else that is not used
by any apps on your system, like F35.  Then bind that key to run 
whatever command you want via your window manager.

  The sawfish window manager makes this /real/ easy to do.  KDE also 
has some support for custom bound keys, as well.
