[TriLUG] badnwidth management

I'm stuck in the dark ages and have to use ISDN. With the 128K limit, I
can feel the burn when, say, some other user on the network is doing a
lot of I/O. This can negatively impact my ability to work-at-home, so...

...does anyone have any experience throttling bandwidth with IP Tables?
What I'd really like is to set per-ip throttles that turn on & off at
certain times of the day (ya cron jobs) if at all possible.

Can anyone recommend anything to help with this?
