I'd be interested in helping with this.  
We might want to look into phpgroupware ( www.phpgroupware.org ) 
as a possible starting point as that gives them a fair amount of 
web based groupware functionality.  Since phpgroupware is 
modular, we may be able to simply write a phpgroupware 
module for tracking shelter utilization statistics.
