Actually these scripts are using /sbin/ip now rather than ifconfig (at
least with RH).  Reason is that the ancient syntax for ifconfig is not
equipped for controlling the fine network details in a modern linux
kernel.  If you'll grep through the ifup eth comes with RH7.2, you'll
see ifconfig appear precisely once, and that is only for slave devices.
