How about $2.50 a month?  Averdata.com.

My sites www.signalnetware.com and www.sigtran.org are hosted there.  They 
have email support only. They respond within a day.  You get what you pay for 
:-).  I paid more to another place and got worse service.  Get and register 
your domain at someplace cheap too.  I use thenic.com (~$15/year).
