Urpmi is basically the Mandrake developed version of apt-get.
It installs an rpm file and, if needed, also installs all the
dependencies (if necessary, retrieving them from remote repositories).
It will also do the same thing for removing packages.

I think his question was more of a "how do I get emacs to run" than
"how do I do this in emacs".  Learning GNU Emacs is a good book,
but the version of emacs it covers is several versions ago (yes,
even the new edition only covers version 19.x).
