7.2 also installs XFree86 v4 unless you specifically install it.

try your XkbOptions in XFConfig-4 and restart X.

just a guess, but in 7.3 are you using XFree86 4? the config file for 
XFree86 4 is /etc/X11/XF86Config-4, so you might want to try there. 
disclaimer: I am still running 7.2, but the same should hold true for 7.3
