I kinda lost which distro this was on, but on Mandrake (and I assume Red
Hat), the /etc/sysconfig/network file is sourced before ifup-post is
run.  So, I think that if you add=20
RESOLV_MODS=3Dno=20
in
/etc/sysconfig/network

You should be set.  That -should- keep resolv.conf from being messed
with.

* Note:  I'm currently fooling with wireless, so I can't test this at
the moment.  Try it and report back?
