[TriLUG] Q: Why does my clock get reset?

Ok, I dislike how this bit of linux intelligence.  

+ At boot I set my BIOS clock to 13:00
+ Linux comes up, I log in date spits back 13:01
+ I come back about 30 minutes longer and see httpd logs go from 20Aug 
13:11 to 20Aug 09:13 (A negative 4 hour time shift) The date command 
confirms the clock is off by -4hrs.  Rebooting and entering the BIOS 
shows the hwclock is off by 4 hrs now too.

Why does the clock change?  I don't have ntpd nor apmd running.  How do 
I get my RH7.2 system to stick with localtime & not reset my BIOS/hwclock?
