I had to deal with this myself. It seems that Outlook .pst files are
proprietary. There were two ways to do this:

1) Build an IMAP server. Connect and move all of the files from Outlook to
the IMAP server. Connect to the IMAP server with Evolution and move them
back.

2) Use Netscape (and I believe Mozilla). On Windows, they can use the DLL
that will allow them to convert .pst to mail format. Then you can move
them to Evolution, which reads mail format.
