How can I provide Netscape 7.0 for users but prohibit them from changing
settings during their web surfing adventures ?
For example, I want to prevent users from seeing and setting proxy
server options.

Ampache will do exactly what you are looking for. MySQL database of
mp3's (don't think it supports ogg but it's php and could be fixed
pretty easily) generate playlists and stream them. All you need is
apache, php, and mysql (no apache modules needed)
