There's some strange bug in the version of rpm that ships with RHL 8. 
Remove all of these temporary files: /var/lib/rpm/__*  .  That should
solve the problem temporarily, although it will probably recur.

There are several other bugs there with more information on the
problem.  I guess there will be an errata released soon.
