[TriLUG] question about FHS

I'm trying to understand something of the Filesystem Hierarchy Standard, and
I'm a little confused. Both of the descriptions below seem to say the same
thing. How do you tell the difference between when software should be
installed into /opt vs. /usr/local ? Is there a rule of thumb ?

/opt is reserved for the installation of add-on application software
packages

The /usr/local hierarchy is for use by the system administrator when
installing software locally.
