Check out PostNuke.  It was intended to replace PHPNuke due to the 
apathy that PHPNuke developers had regarding security.  PostNuke is 
still a little rough around the edges but improving greatly.  An 
amateur example of it can be seen at my web site:

The problem I have is building a sense of community.  I've been losing 
interest because the participation is not bidirectional.  I suppose it 
could be because my content does not cater towards the typical forum 
folks.  Since I'm not living in the sticks anymore, the site might 
evolve into general geek content.
