Tarus,

I believe you just need to run "genhdlist" on the directory of
rpms.  This will create an hdlist.cz and a synthesis.hdlist.cz.
You can put these anywhere.  

When the user sets up urpmi to access your repository, they
do it like this

urpmi.addmedia opennms http://path/to/rpms/ with .../path/to/hdlist.cz

Feel free to substitute ftp for http.  Notice that the word
"with" is literal and that the path to hdlist.cz is relative
from the path to the rpms.
