period of time when disk is absorbing the content of the E1 pipe (2.048 Mb/s) 
= partition size in bits / bit rate; can't let the partition overflow; assume 
E1 utilization is 100%

Consensus is that 2 Mb/s sustained is no problem then for newer IDE or SCSI.
