Usenet.  Your friendly local ISP's news server. :)

(Incidentally, Earthlink/Mindspring is supposed to have a pretty well-run 
Usenet server compared to Road Runner and other ISPs, another positive 
aspect to it.  But I understand few people use newsgroups these days...)

Well, they will still need to come to your house (or maybe curbside box)
to install a filter, so that your cable run gets the right frequencies.  
And depending on whether or not you also have cable TV service, you'll
need a splitter, and possibly an upgrade of the cable run from the street
to the house.  I don't have cable TV so I didn't need a splitter, but
hopefully someone else can give more details on that setup.
