Well if there's no useable OS on the machine now, then there's no really
reason to run the command that John provided.  Just start installing
whatever new operating system you want (either Windows or Linux;
generally it's best to install Windows first but be sure to leave
unpartitioned space for Windows).

To answer your question directly, though, you can use the rescue mode
environment on the Red Hat Linux boot CD -- just boot from the CD and
type "linux rescue" at the prompt.
