Lee,

It depends on what you actually mean by defaults.  In this case,
it seems like it was meant to be the "default" values for the
system it's installed on.  I'll agree that the word "default"
is overloaded in this case, but I'm not sure what else to
call it (site-specific configuration options is just way too 
long. :-)  

For an example of what I mean by "defaults" consider the
/usr/lib/X11/app-defaults directory that holds the system
specific configuration options for X11 programs (or it did,
until GTK and KDE decided they weren't going to be based on Xt,
but that's a whole other story...)  (Oh, and for the people
that want to point out that the app-defaults directory is
generally just a symlink to /etc/X11/app-defaults, please don't bother.
The directory has been in /usr/lib/X11 for a long time and
it's unlikely to change any time soon.  I know there are good
reasons for not having it in /usr, but inertia is a huge force.)
