I have the SAUP Tool, but it only supports a subset of the preferences and
has the nasty habit of rewriting the user_prefs file, which eliminates any
customization that might have been done.

There's also the problem of teaching user's how to place their SAUP created
user_prefs file into their shell account.

Last week someone posted a web-site that asked you a bunch of questions and
then built a spam assassin preference file.
