Being in the kernel proper will help it to, at least in the longer term,
"suck less" IMHO.  Disclaimer: I haven't tried it at all.

If you want to play but aren't adventurous enough to use 2.5, a backport
of the patch to 2.4 is available at
ftp://ftp.kernel.org/pub/linux/kernel/people/davem/IPSEC/ and you can
get the userspace tools from http://ipsec-tools.sourceforge.net/
