[TriLUG] Request Tracker

Again, I have no problem with eminently thorough sysadmins doing things
from source... :)  but for those of us who are mortal... 

I would love to get a rundown on the steps to install it.  (and I could
hand you my freshly installed RH9 laptop instead of having to sully one
of your boxes.)
