I've used the following on several occasions for just that.  Don't
forget to run lilo on the new drive.
 
cp -avx / /mnt/newdrive/

I have a RH 7.3 install and I need to copy everything from a 30 GB drive
to a 20 GB drive. The 30GB is needed elsewhere. What would be the
quickest way in RH to do a 1-to-1 copy of everything so I can copy,
reboot, and be on my way? :-)
