Um, you do realize that the 1.5 is mega-BITS per second and the
350 you're seeing is kilo-BYTES per second?  1.5 megabits/sec
comes out to be 187.5 kilobytes/second and 3 megabits/sec is
375 kilobytes/second so when you add in overhead you *are*
getting a 3mbps connection.

Now the 60-70 kilobytes/second upload is actually in the range
of 512 kilo-BITS / second which is *quite* good.

As far as my personal experience, Cable speeds on Road Runner
have been quite good.  Good enough to download linux isos in
reasonable times and keep a running mirror of Mandrake Cooker
updated.
