Then it has got to be a straight rights problem... Your best bet is to
point an icon at /usr/bin/passwd and let your users use that. I've done
this kind of thing a lot with my clients running RH9 on their servers.

As an alternative I also use a web-based program called cgipaf:
http://staf.patat.org/cgipaf/faq.html

It has a nice setup for allowing users to change their passwords and
their mail forwarding.
