If you tell xmms to play a remote mp3 file, there's no way to get
it to do it without downloading the entire file first.  You can,
however, create a remote playlist and it will then just download
the playlist and stream the mp3 file.  You might actually also
be able to create the playlist locally, but I'm not sure about
that.
