Usually you can hit ARIN up and they'll point you at the correct
registry for the IP if they're not it.  This isn't fool-proof by any
means of course.

for instance, 195.71.90.10

% whois -h whois.arin.net 195.71.90.10
[snip]
ReferralServer: whois://whois.ripe.net
[snip]

 whois -h whois.ripe.net 195.71.90.10
[snip]
inetnum:      195.71.0.0 - 195.71.255.255
netname:      DE-MEDIAWAYS-970127
descr:        PROVIDER Local Registry
descr:        Telefonica Deutschland GmbH
country:      DE

The reverse doesn't really make sense unless I'm misunderstanding you
- there's no direct correlation of network address blocks to specific
countries that I know of, although you might be able to try different
queries against the big ones (ripe.net, apnic.net, arin.net, etc) for
particular countries (like resolving www.de to the above example IP)
