No, there are no plans to rpoduce a ed Hat Enterprise Linux distribution
for Sparc. 

Right now, the best Linux distros for Sparc are debian and Aurora
Linux. I'm running Aurora on my lone sparc now, and it's very well
done (Thanks spot!).
