Depending on your BIOS, you can likely set IRQs there.  The system I'm
looking at right now will let me set IRQ's based on 'line'.  At first
blush, this seems to correspond to a PCI slot, but it doesn't.  I think
this system only has five PCI slots, and there are eight 'lines'.  It's
probably factoring in the AGP slot and the onboard peripherals.
However, one of those lines would correspond to a particular PCI slot.
Assigning an IRQ to the slot would assign it to the card in that slot.

So, in short, you usually can set the IRQ's, but in the BIOS, and it
might not always do what you expect.

Like Tanner says, you probably shouldn't do it.  But you can, if you
really want to.
