Take a look at Dia.  There is a windows version as well.  It does use the vsd format thought.  I usually have to make as a picture format to distribute.  Not as good as Visio yet but free.

What applications are available for Linux that meet the need currently/past met by Visio?

What applications, if any, for Linux support Visio files, e.g. .vsd, etc.?
