You are correct.  This is the problem I uncovered:

The updated kontact package for some reason requires dependeny 
"kdetoys-kweather" .  This is not a package released with Mandrake 
10.0!  kweather is a part of the "kdetoys" package.  So, Kontact 
apparently did not install and still refuses, which is why I'm left 
dealing with the components individually.
