Greg,

Not sure this is really what you're looking for, but I've been using
Umbrello 1.2.1 (a KDE app) for UML.  It won't do a network diagram, but if
you are looking for a basic modeller it's a feature-unrich but acceptable
alternative to Visio, Rational.  

It will export to an impressive number
of image types: eps, bmp, jpeg, png, bmp and more.
