I've seen similar situations before where a company can't seem to fill a
position (for any number of reasons) and they then blast the opening out to
a multitude of recruiters who then fall all over themselves to be the
recruiter that can win the business (and hopefully the next hundred
opportunities there, as well).

So the job-hunters amongst us should be aware of this possibility and if a
headhunter seems uninterested, make sure to let them know (be subtle) that
you are supposed to talk to another recruiter in "about a half hour"
regarding a position that sounds a lot like this one...it might just serve
to spark a little more interest.  

It's interesting what makes folks tick (or makes them paranoid, one or the
other...).

I can't say anything regarding the authenticity of this particular 
message, but I can say that what you describe isn't unusual.  If you
look at any of the job boards, you'll often see the exact same job
advertised by multiple staffing agencies.  And you can tell, because
the job description will be identical.  Basically that happens when
multiple staffing groups are trying to fill the same job, and they
all just copy and paste the original description from the actual
employer.
