Context, http://www.context.cx, has several PHP highlighters.  One may
be appropriate for your needs, and if not, it's pretty easily
extensible.  Not OSS, but is freeware.

I've heard really good things about Eclipse's PHP plugin, which
includes debugging.  I haven't actually used it yet.
