I know this one isn't free, but no one mentioned Macromedia
Dreamweaver... I have version 2004 MX and it works beautifully...
however... not free... about $200 per license? sorry, but it does
work very well. In March, I released a brand spanking new version of
my company's corporate public website, done entirely with above
product by me:
http://www.cgirb.com
It has beautiful coloring for HTML and PHP code segments, nice menus
to help you coding, etc.

In kdewebdev is Quanta Plus on linux... there is a gnome equiv I was
told to look at recently, but it escapes me. Anyone remember??
Quanta works quite well for coding and of course, is free.

laters,
David
