I think if you go into the configuration and set the ESSID to "any" it
will automatically connect to that AP.  However, if you're managing
things like multiple WEP keys for different secure networks (like if you
want it to autodetect between "work" and "home") I don't think you can
do that easily.

There's some network applet being developed for Gnome that will let you
basically right-click an icon in the panel and it'll show all the
networks around you, their power, and you can save WEP keys associated
with them, but I don't think it's stable or available in Ubuntu yet.
