Owen, you were right (and Rick hinted upon it too)  Thanks guys!

For Apache 2.0.53 (Ubuntu) there is a config file called in

/etc/apache2/sites-enabled/000default that links to
/etc/apache2/sites-available  (virtual host configuration) that had the
directive

ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/
    <Directory "/usr/lib/cgi-bin">
        AllowOverride None
        Options ExecCGI -MultiViews +SymLinksIfOwnerMatch
        Order allow,deny
        Allow from all
    </Directory>

in which I changed to

ScriptAlias /cgi-bin/ /var/www/cgi-bin/
    <Directory "/var/www/cgi-bin">
        AllowOverride None
        Options ExecCGI -MultiViews +SymLinksIfOwnerMatch
        Order allow,deny
        Allow from all
    </Directory>

And so that's that.  Make sure though that after you save the .pl script to
chmod 0755
