This morning I got the following on a Debian Testing box after running
apt-get upgrade:

The following packages have been kept back:

  locales

I tried dpkg-reconfigure locales selecting both en-us choices and then
apt-get upgrade. Same message.

I also tried apt-get dist-upgrade with no luck. Any ideas?

Here is the console output if it's helpful:

SERVER108:~# dpkg-reconfigure locales
