Never messed with apt-cacher, but am using apt-proxy.  With apt-proxy, you
point your sources file at it on the order of:

deb http://apt-proxy.yourdomain.com:9999/debian sarge main

It's based on Python Twistd, can proxy http, ftp, and rsync repos, and
handles cleanup.
