If it is really the DESIGN of the pages that you are having a problem 
with, check out one of the open source design sites...

many of those can be easily applied to a CMS/Wiki/Blog (and often look a 
lot better than the stock skins that come with them), or you could just 
use one of these to set up a template page with include files for the 
header and footer and add your content in the middle with your favorite 
text editor.
