Well, that depends.  I do know of some applications that will allow or
disallow access based on the person connectings time in their
timezone.  This requires accruate time zone files on the server in
order to work.

The point being is that most applications only require UTC to be
correct, but there are a few that will fail miserably if that is
wrong.

P.S.  For the one who originally asked the question just grab the
CentOS 3 tzdata SRPM, and rebuild it using rpmbuild on your system.
Should work like a charm.
