Here's what we use for a similar website,

Hosting

- Mail (possibly web), IMAP, POP3, mialing lists  -

- Firewall (they only need web/ftp/smtp)          - http://www.lunarpages.com

Package will include Joomla install if you choose it (Fantastisco bundle)


Content Management
------------------
- Web Content Mangment system that's easy for them to maintain -

- Web Site (that's both easy to move/add/change)               -
http://www.joomla.org
- Blogging                                                     -
http://www.joomla.org

Joomla is easy to use and configure, has a lot of add-ons and a large community.

Drupal has some advantages like a single install for maintaining
multiple web-sites (which saves lot of work patching, etc).
