or (if you really want http access to /home/foo) just add

# UserDir is now a module
UserDir .
UserDir disabled root

<Directory /home/*>
        AllowOverride FileInfo AuthConfig Limit
        Options Indexes SymLinksIfOwnerMatch IncludesNoExec
</Directory>

with the proper allow/deny httaccess/athentication for what you want to 
accomplish...

then http://foobar/~username
