Just an update: I still don't have this working, and I'm starting to wonder if 
it is a bug with Gentoo's baselayout or maybe with wpa_supplicant.  I filed a 
bug report at http://bugs.gentoo.org/show_bug.cgi?id=180487 .  If anyone has 
any more ideas, I am all ears!
