I feel like I'm paying for 5Mbps down, and I should get 5Mbps down most
of the time.  If they are using 1990's-era overcommitment schedules to
figure out how much real internet bandwidth they need, they should be
adjusting those schedules for 21st century reality instead of putting
arbitrary caps on traffic based on what they feel is "good" or "bad"
traffic.
