set up a client on the same machine and try to connect to 
the local server before you try to connect from a remote 
machine.

I setup irc-something-or-other at home a couple of years ago 
and found there was more work to it than I expected. I 
didn't understand the logging on and connecting to groups 
(or whatever they were called). I was trying to find out why 
my son couldn't connect to some AIM server outside. The 
problem eventually was that it's a multiport service and I 
needed a firewall helper module (I think) loaded before my 
firewall rules worked on the home router.
