[TriLUG] TWC latency issues

As far as noticable speeds go, I don't think I've seen much of a
difference between Turbo and High Speed.

I got somewhere around 4297/264.

Downloading from a fast site: 650kb/sec
Uploading to a fast site: 50kb/sec
